Applications Now Open for 97-Unit Affordable Rental Project at Koa Ridge in Central Oahu

Families seeking affordable housing in Central Oahu have a new opportunity with Koa Vista II, which opened applications in early May for 97 one-bedroom rental units at the growing Koa Ridge master-planned community.

The project targets households earning up to 80% of the area median income (AMI), translating to approximately $86,400 annually for a family of four on Oahu. Monthly rents are expected to range from $1,800 to $2,100 for the one-bedroom units, significantly below market rates in the area.

Located along Kamehameha Highway in Waipio, Koa Ridge represents one of Hawaii’s largest new residential developments in decades. The master-planned community will eventually include nearly 3,500 homes, retail spaces, parks, and schools across 1,548 acres of former sugarcane fields.

Application Process and Requirements

Prospective tenants must submit applications through the Hawaii Housing Finance and Development Corporation (HHFDC) online portal. The application period remains open until filled, though housing officials expect high demand given Oahu’s rental shortage.

Income verification, employment history, and credit checks are part of the screening process. Applicants must demonstrate stable income within the 80% AMI threshold and pass background checks. Priority consideration goes to local residents and those with housing vouchers.

“We’re seeing tremendous interest from working families who’ve been priced out of other areas,” said Maria Santos, a housing counselor with the nonprofit Lokahi Pacific. “These units offer quality housing at prices that actually work for middle-income earners.”

Community Amenities and Location

Koa Vista II residents will have access to community amenities including a clubhouse, fitness center, and children’s play areas. The development sits adjacent to planned retail and commercial spaces, with a future elementary school site nearby.

The location offers convenient access to both urban Honolulu and the North Shore via Kamehameha Highway. Waikele Premium Outlets and Waikele Golf Club are minutes away, while downtown Honolulu is approximately 25 minutes by car.

Public transportation options include TheBus routes connecting to Pearl City Transit Center and Ala Moana Center. The planned Honolulu rail system will eventually serve the area, though completion dates remain uncertain.

Broader Housing Context

The Koa Vista II project represents a significant addition to Oahu’s affordable housing stock, which has struggled to keep pace with demand. Recent studies show the island needs approximately 50,000 additional housing units over the next decade to address shortages across all income levels.

Koa Ridge’s first affordable phase, Koa Vista I, delivered 201 units in 2023 that filled within weeks of opening applications. The success demonstrated both the severe need for affordable housing and families’ willingness to consider Central Oahu locations previously dominated by agricultural land.

Developer Castle & Cooke has committed to including affordable components throughout the Koa Ridge buildout, with additional phases planned over the next 15 years. The company has partnered with local agencies to ensure long-term affordability controls remain in place.

What Happens Next

Construction on Koa Vista II began in late 2024, with the first units expected to be ready for occupancy in early 2027. The developer is processing applications on a rolling basis, with qualified applicants placed on a waiting list based on application date and preference categories.

Selected tenants will sign standard rental agreements with annual income recertification requirements to maintain eligibility. Lease terms include provisions for rent increases tied to federal AMI adjustments, providing some predictability for long-term budgeting.
